The City of Mansfield is governed by a Mayor-Council body of
elected representatives.  As Mayor, I chair the Council meetings
held at City Hall (705 Polk Street) on the second and fourth Monday each month.  We have five Council members elected for
four-year terms from the City’s five districts.

Residents are always welcome at the Council meetings,
which begin at 4:30 pm. 

Our City staff members are eager to serve you
during normal business hours.

Gwen Jones
Special Assistant to the Mayor

The Assistant to the Mayor provides a wide variety of professional support to the Mayor.

Assistant to the Mayor operations include:

  • Prepares reports and verbal and written correspondence on behalf of the Mayor.
  • Assists in setting the Mayor’s schedules.
  • Manages Human Resources – responsible for employee benefits administration and employee paperwork.
  • Also Assistant to City Clerk - assistance with key administrative assignments and performance of special projects.


Marvin Jackson
Office of City Clerk 

The City Clerk performs the statutory duties of a city so that the administrative
responsibilities are carried out in a prompt, efficient, and lawful manner.

Clerk operations include:

  • Maintain minutes book of council meetings
  • Maintain an ordinance book.
  • Act as custodian of the city’s seal and records.
  • Seals and attests to all official City documents  
  • Assist in issuing all licenses and permits.
  • Post and publish all notices public, bids, ordinances and resolutions as required by law.
  • Issue building permits.
  •  Prepare and submit various government reports, city contracts.
  • Act as notary public.


Eboni Parker 
Public Relations Officer 

The Public Relations Officer is responsible for the development of a comprehensive
communications, marketing and community relations program for the City. 

PR operations include:

  • Plans, develops, coordinates and distributes the City’s public information.
  • Increases public support for the City, and improve the public perception of City activities.
  • Serves as media spokesperson
  • Manages the City’s webpage
  • Manages public affairs on Public Work's construction projects.   
  • Economic Development – corresponds with companies and their
    representatives as perspective members of Mansfield’s business community.
  • Works with the City Clerk on state, federal, and legislative affairs.
  • Develops informational materials for departmental publications and the city’s promotions.

Head Cashier 

Head Cashier duties include:

  • Manages monthly water billing
  • Collects utility payments
  • Collects traffic ticket payments
  • Administers occupational licenses
  • Collects property taxes
  • Assists in front office operations

Accountant duties include:

  • Employee payroll
  • All accounts payable

  • Reconcile City bank statements
  • Review all financial records
  • Assists in front office operations
  • Assists Public Works in clerical operations

City Court Clerk 

Court Clerk duties include:

  • Administers court receipting
  • Depositing and accounting of monies for fines  
  • Forfeitures and other court receipts
  • Assists in front office operations
